The objective of the study "E-Inclusion - digital integration by E-Government" was to analyze the usage and design possibilities of E-Government services for a less-involved audience in Germany and to develop recommendations that can improve the participation of this groups. The study has been conducted on the authority of the Federal Ministry of the Interior of Germany. The E-Government action plan of the EU-initiative i2010 has the intention to provide integrative electronic government services, in order to prevent a digital divide of the society. For this purpose it focuses on the fields E-Competences, E-Aging, E-Accessibility, geographical digital divide and cultural E-Inclusion. In the context of the study, we investigated the actual status of E-Government in Germany and analyzed how to use existing development potentials systematically. The work relies on extensive internet searches, project analysis, study reviews and data analysis, questionnaires and phone interviews. The analysis identified a lack of information concerning the evaluation of inclusive E-Government. Guidelines for the design of inclusive E-Government services have been implemented insufficiently. Additionally, results showed that the public image of E-Government in Germany needs improvement.
