"Government as a Service" - the underlying idea of this concept is that procedures and processes for recurring services are standardized and reused by the administrations and their public IT service providers - as a service - in the provision of services. The goal is the seamless, consistently digitized service provision. The identified success factors are on the one hand side technically driven aspects such as interoperability or standardization, in particular of the interfaces and on the other hand user- and organization-driven aspects such as the user-friendliness or the regionality of the designed services. Central to all these aspects, the thesis paper points out, is the organizational anchoring of the idea of GaaS
