Information Technology is no end in itself - it has to be accepted by its users to generate a serious advantage for an organization. It is mandatory to communicate the advantages in a transparent way. Especially in public administrations the complexity of the visualized processes is so high that the uncertainty about ICT-investments leads to no actual investment. The objective of the PICTURE project therefore was the development of a holistic method that allows a description of the process landscape and the identification of reorganization potentials in public administrations. That included the development of re-usable model building blocks, identification of generic ICT-functionalities, development of an evaluation component and a modeling tool to use the developed building blocks in practice.
